The Santa Clara Emergency Wireless Network

Functional Objectives of SCEWN

  1. To provide wireless multi-megabit IP pathways between the following, sorted by tier level priority:
    1. Municipal emergency operations nodes in Santa Clara County
      • City and County Emergency Operations Centers (EOC)
    2. Selected partnering internet gateway providers
    3. Hospitals
    4. Corporate emergency operations command posts
    5. NGO operations offices (e.g. Red Cross)
    6. Ad hoc shelter kiosks
      • These would be portable transceivers that could provide an internet gateway to kiosk (shared) computers at ad hoc shelters to allow public internet access for welfare traffic and other priority internet services.
  2. To be easy to connect to, behaving much like a generic WISP, though prioritized for organizational clients.
  3. To be used on a continual basis, not merely during emergencies, so that the network can be constantly monitored, tested and enhanced. A network used only during an emergency is a network that can not be relied upon.

The following are not objectives of SCEWN.

  1. To provide a wireless community network service to the general public.
  2. To provide subscriber equipment (CPE) to the clients described above. SVWUX will maintain repeater node equipment only, and assume only a consulting role to client stations who will be responsible to purchase and maintain their own equipment.
